Milan Dobrijević

Milan Dobrijević was born in 1977 in Belgrade. He graduated in Computer Engineering and Informatics from the Faculty of Electrical Engineering at the University of Belgrade. He has been working at the Ministry responsible for telecommunications since 2012, first as the Head of the Department for Information Society Development and then as the Head of the Department for Digital Agenda Development. In these roles, he successfully led the project for the transition from analog to digital broadcasting of television signals, completed in 2015. He also contributed to the development and adoption of reform legislation in the fields of information security, digitalization, and electronic business, regulating electronic signatures, electronic documents, electronic identification, and e-commerce. Through the implementation of the "Connected Schools" project, which connected practically all school facilities to the Academic Network of the Republic of Serbia and provided secure, fast, and safe wireless Internet access to nearly every classroom, an indelible mark was left on the digitalization of the Serbian education system. Milan then took on the position of Assistant Minister in the Electronic Communications Sector, where he led the broadband infrastructure development project in rural areas, from the preparation phase to field implementation. This project aims to close the digital divide in terms of access to high-speed internet across Serbia, with full implementation expected by the end of 2025. He is also leading the drafting of a new Law on Electronic Communications, which is essential for the continued development of electronic communications in the country. In December 2021, he assumed the role of State Secretary for Electronic Communications, Information Society, and European Integration at the relevant ministry. He has since led and coordinated key ministry projects such as the Development of Broadband Infrastructure in Rural Areas of Serbia, Digitalization of the Tourist Offer of the Republic of Serbia, the establishment of the "Find Me" system, among others. He has also overseen the drafting of regulations in these areas, such as the Law on Electronic Communications, the Law on Broadband Infrastructure, and the Law on Information Security. Milan received the NALED award for his contribution to the development of e-government at the national level in 2017, as well as a team recognition in 2023 for contributions to improving conditions for investment and construction in Serbia. In addition, Milan supports the development of innovative project ideas, works to remove administrative barriers to improve the business environment and attract investments, and enhances citizens' lives through the digitalization of public services. He actively promotes widespread digitalization of the Serbian administration and society. He speaks English fluently. Milan is married and a proud father of two children.
