David Elfassy

Vice-President | Altitude Infra |

Graduated in Mathematics, David Elfassy quickly shifted his focus towards the business realm. Following an experience in the corporate world that allowed him to affirm his ability to combine technical expertise with business development, he joined the family-owned Altitude Group in 2000. Assigned to contribute to the business development of Altitude Telecom, a telecommunications operator, he became the ninth employee upon his arrival. Quickly recognized as a key player in the company's growth, he became the mastermind behind a bold strategy initiated by Jean Paul Rivière and Dorothée Lebarbier. This strategy led to the acquisition of numerous major accounts. Nine years later, as chief executive since 2007, the subsidiary had 450 employees, and its revenue reached 100 million euros. In 2009, Jean-Paul Rivière, President of the Altitude Group, entrusted him with the presidency of Altitude Infra, a group subsidiary that designs, builds, and operates telecommunication networks. Anticipating the growing obsolescence of the previously favored WiMax technology, he initiated a strategic repositioning towards optical fiber, focusing on business development in less well-connected territories as part of the France Very High-Speed Broadband plan. Multiplying revenue by ten over the last five years, Altitude Infra maintains and markets 27 public initiative networks, generating more than 6,000 indirect jobs. With the acquisition of Kosc Télécom's assets in June 2020 and the purchase of 26 Covage networks in September 2021, Altitude Infra will produce and operate more than 5 million connections, serving over 12% of all French households. These operations enable the development of a comprehensive business offering by adding a dedicated fiber offering (FTTO) to Kosc's historical FTTH offering, to which 36% of businesses are now connectable. In 2023, Dorothée Lebarbier became CEO of the Altitude Group, with David Elfassy assuming the strategic role of Vice President of the Group in charge of public relations. This significant responsibility reflects his contribution to the growth of the third-largest fiber optic infrastructure operator in France, highlighting his ongoing commitment to the development and reputation of the Altitude Group.
