Ian is a Partner at Analysys Mason, a specialist technology, media and telecoms advisory firm, and is one of its leading experts in broadband with over 25 years’ experience. He has worked on projects for national and local government, regulators, operators, investors and end-user organisations, and is adept at managing multiple stakeholder groups involved in complex programmes. Ian specialises in issues related to public policy, market competition and state aid, and his experience ranges from strategy development through to procurement and commercial contract negotiations for public-sector, enterprise and operator clients wishing to develop innovative service solutions. Ian has influenced telecoms policy in the UK and internationally. He authored the study to lower barriers to telecoms infrastructure deployment published by the Broadband Stakeholder Group that led to the formation of the UK government’s ‘Barrier Busting Taskforce’. Subsequently, he managed a supply chain capacity analysis project for the UK government, helping to secure approval for its GBP5 billion Project Gigabit broadband intervention scheme. For the Republic of Cyprus he managed a broadband acceleration study, which involved extensive consultation with industry stakeholders to prepare a strategy and a series of policy and capacity-building recommendations for encouraging investment; the strategy received Ministerial endorsement. More recently, he advised a project for the Georgian government to introduce legislation aligned to EU directives. In the UK, Ian has managed over 40 broadband projects for public authorities that have resulted in successful broadband roll-out and the subsequent achievement of socioeconomic benefits for citizens and businesses through high levels of take-up. He also specialises in utility telecoms and the economic development opportunity afforded by ICT in new-build property and regeneration developments. Ian is currently managing Analysys Mason’s role as technical adviser to the EUR2.3 billion National Broadband Plan in the Republic of Ireland and advising network operators on their bids for Project Gigabit contracts in the UK, which has resulted in several contract awards for the deployment of fibre networks in rural areas. Ian is named as one of Total Telecoms ‘Connected Britain’s Top 100 Influencers’ and is a member of the TechUK Telecoms Infrastructure Working Group. He is a Chartered Engineer and Member of the Institute of Engineering and Technology.
