    CEO Panel Session 1

3 December 2020 11.30-12.30 CET Plenary Track Session

Germany has a huge potential for growth in terms of fibre deployment. Considering the Federal Government’s work on boosting the nationwide expansion of gigabit networks, the development of the 5G Strategy, and the actions of telecom operators, Germany could become a leader in fibre infrastructure. But what is the horizon for this? What are the obstacles to the deployment of fibre networks in Germany? We convene the CEOs of prominent German operators to discuss the delivery of gigabit connectivity to German citizens & businesses.

3 December 2020 15.15-15.45 CET Plenary Track Session

The FTTH Awards are special and prestigious prizes. During this ceremony, three awards will be presented to recognise outstanding support to the acceleration of FTTH in Europe.
-The Individual Award honours a single person for their unique efforts to make FTTH happen in Europe.
-The Operator Award acknowledges an operator company that has significantly contributed to the development and roll-out of FTTH in Europe.
-The Charles Kao Award was established in 2019 by the FTTH Council Europe in honour of fibre pioneer Professor Sir Charles Kuen Kao who was awarded the Nobel Prize in Physics in 2009 for "ground-breaking achievements concerning the transmission of light in fibres for optical communication”. This award is presented to an individual who has made an outstanding life-long achievement and contribution to promoting full-fibre connectivity (globally, but particularly in Europe).

The names of the winners of the FTTH Council Europe Awards 2020 and the Charles Kao Award will be announced directly during the ceremony.

Panel Session 1 - Fine with fibre: making FTTx-networks bankable

3 December 2020 10.15-11.00 CET Finance Track Session

Despite all cherry-picking and land-grabbing, there is still a huge need for fibre investments, notably in rural areas. And it is the Altnets which seem to be well-positioned for that. Given the CAPEX intense nature of the business model, securing financing is crucial to realize projects. When assessing fibre transactions, banks are focusing on the key: the take-up from the end-users. But are the people willing to pay enough?
A survey on that launched by Hamburg Commercial Bank with the University of Bremen will be presented and discussed during this panel.

Understanding the strategic vision of these investors is key to any decision-maker in the FTTH industry. This panel will convene prominent representatives of the operator and investor communities, and key European policymakers in the telecoms sector, who will share their exclusive knowledge and expertise about the new investment models and their impact on fibre business.

Panel Session 7 - Fibre for 5G: the story of convergence

3 December 2020 13.45-14.45 CET Finance Track Session

The FTTH/5G convergence study released by the FTTH Council Europe in 2019 revealed that an optimally converged network for FTTH and 5G could eliminate between 65% and 96% of the cost of a standalone fibre network for 5G. In this session, the FTTH Council Europe will release an update to last year's study considering the realistic scenario of deploying an FTTH Network first, intended to be 5G ready, but without knowing the exact future locations and fibre needs for the 5G network.
The panellist will debate the takeaways of this second study and discuss the benefits of network convergence for fibre and 5G rollout plans.

Panel Session 15 - Europe’s digital sovereignty: between protectionism and technological leadership

3 December 2020 16.45-17.30 CET Technology Track Session

Digital sovereignty is a core issue on the political agenda - in Brussels as well as in Berlin. How can we ensure that Europe plays an active role in strategic core areas such as AI and cloud computing and is able to shape the next stage of digitisation? How can we shape a European path to digitisation that keeps Europe globally competitive while following a value-based and human-centred approach? The new European Commission has made it a priority to make the EU fit for the digital age and has therefore presented different strategies in 2020 which are in the centre of our discussion.

Panel Session 5 - Towards a Copper switch-off strategy for Europe

3 December 2020 11.30-12.30 CET Policy Track Session

Fibre roll-out keeps on accelerating in Europe, and considerable operational, environmental and economic benefits are available by facilitating copper switch-off. Latest data show that fibre networks are pivotal to the transition to a greener economy, as they use much less energy than copper-based infrastructures while providing clear operational efficiencies alongside a higher quality customer experience.
However, there are several regulatory and market obstacles in the EU to a fast and smooth transition to fibre. In this session, prominent experts representing operator, policymaker and analyst communities will delve into these issues.

Connectivity and digital infrastructures are the building blocks of modern society & the basis of the next waves of service & technological innovation.
The current legislative framework, the European Electronic Communications Code still needs to be implemented and complemented but is this, moving forward, the only focus of the regulators’ job or should they get involved in new tasks?  Will the evolution of the telecom sector, the emergence of new business models and the availability of new digital services revolutionise the future of regulation?
Our expert speakers representing European and National regulatory bodies, policy experts and the operator community will share their expertise on the future of regulation in the digital and telecoms sectors.

Digital transformation will be instrumental in achieving the goal of making the EU's economy more sustainable, as broadband infrastructures can play a major role in building a more resilient and environmentally friendly economy.
Being the most future-proof and energy-efficient infrastructure, full-fibre networks are key contributors to reducing power consumption in the telecoms sector.
Our panel will discuss how these advantages of fibre can be taken into account by public policies, regulation and investors strategies and how the sector itself is already moving towards a carbon-neutral strategy.

Panel Session 14 - Implementation of the European Electronic Communications Code – Europe on its way to the gigabit society

3 December 2020 16.45-17.30 CET Policy Track Session

EU Member States are due to implement the European Electronic Communications Code by 21 December 2020, but only few are likely to meet the deadline. The Code, which provides a new regulatory framework updating European telecoms rules, promotes investment in full fibre networks. Given the importance of the Directive for the European telecommunications sector, it is necessary to examine the various implementation challenges encountered in numerous Member States and to discuss the potential opportunities ahead for fibre providers and policy makers to achieve accelerated fibre deployment.
