    Very high capacity network coverage is uneven across Europe, with some countries close to full deployment and others still lagging behind. Recognizing the existence of market failures that can undermine the private investment case for ubiquitous fiber roll out, and in support of the Digital Decade targets of gigabit connectivity for all EU household by 2030, access to state resources and subsidies can play an important role. In this workshop, we will discuss the case for intervention and the economic and financial analyses required to navigate compliance with the State aid rules.
